Php vs html? Which language is better for SEO and ssi?

I'm in the process of redesigning and rebuilding an existing site. There will be huge, so I would like to server side includes for the NAV and footers, and some sidebar elements. I can not decide if I should build the new site with PHP, or stick with my html (which is what it is now) and change. htaccess file. Do not use HTML for each server-side content, SEO, PHP, etc. designed for this type of functionality. HTML should be for a cause be used … Placing content on a page. Layout should be used CSS. Everything to do on the backend remote and secure. Use a scripting language.
